
Start by taking a square of green paper about 14" square. Fold in squares twice, then fold in triangles. Cut petals. It works great to start at the top of the leaf, cut to the center of the paper but not all the way down, turn and do the same on the other fold. Glue around the edge of paper plate with hot glue (move quickly or just do half). Press green to plate where glue is and hold in place a couple of seconds. Punch two holes in the middle, about 1/2 inch apart. Thread 8" of wire through from the bottom. Glue the short area on the white plate well to hold in place when tightening the wire to willow stem.

Take tissue paper square, about 20"x20". Fold in half, crease well to hold the fold. Fold other direction. Crease well. Do this with two papers for the bottom color, and two papers for the top color and staple together perfectly, one staple above the fold and one staple away from the fold and on the bottom. Now cut all papers at the same time into a heart shape but leaving off the bottom 2 inches of the point of the heart. Make as large as possible. Scrunch the bottom up and twist over (the twist is not shown in photo). Add a dab of hot glue to the underneath side and place on paper plate near the outer edge. I put the glue dab in about 1.5 -2". You will add 8 petals.

Repeat with the second layer, which was white in this case. Moving the glue dab in at least an inch - 2 inches. If any petals are too floppy add a very small dab of glue on the layer underneath attaching to the layer underneath, until it is stuck in place. You may need to glue both layers of petals in some places.
Coffee filter centers. Fold as the green paper for the paper plate underneath. The coffee filter have a great texture, and size and look perfect for the center of the flower.

Open, cut in half but DO NOT CUT ANY PETALS in half. Cut between the petals.

Working in circles, starting on the outside of the center area and covering the glue/scrunched up area of the previous rows of petals, scrutch or pleat and glue in place in a circle shape. Repeat two more rows, possibly 3 to fill in the center area so that it looks nice.

Cut 20"x20" tissue paper in strips by cutting in half and then folding the two halves and cutting again. This will leave you 4 strips approximately 5"x20". Align all tissues well, fold in half to give you a folded 2.5"x20 and make small cuts, up to 1/2" from the fold. Be sure you cut through the edge that is NOT folded.
Open up the "fringe", so that you have fringe on both sides, held together where it is not cut. One strip will be used for each flower. Cut one strip in approximate thirds, scunch up and glue in a triangle shape inside the coffee filter center

Using the wires on the back of the greenery, wrap (very tightly) around a willow stick and hot glue in place as well. Cover the back where the flower is attached to the willow with a little bit of excess green paper to hide the top of the willow and the wire.
